included in the bylaws; providing that certain
administrative and recordkeeping responsibilities of the
Program may be delegated by the County Commissioners;
providing that the Program may be funded within certain
restrictions from general revenue county funds or any other
available source; and generally relating to the
establishment of a Volunteer Length of Service Award Program
in Cecil County.

BY adding to

Article 25 - County Commissioners

Section 32.5 to be under the new subtitle "Volunteer Length

of Service Award Program"
Annotated Code of Maryland
(1981 Replacement Volume and 1983 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 25 - County Commissioners

VOLUNTEER LENGTH OF SERVICE AWARD PROGRAM

32.5.

(A)   IN CECIL COUNTY THE BOARD OF COUNTY COMMISSIONERS MAY
ESTABLISH AND FUND A VOLUNTEER LENGTH OF SERVICE AWARD PROGRAM
FOR QUALIFIED MEMBERS OF VOLUNTEER FIRE DEPARTMENTS, RESCUE
SQUADS, AND AMBULANCE CORPS.

(B)  THE BOARD OF COUNTY COMMISSIONERS, BY RESOLUTION, MAY
ADOPT BYLAWS FOR A VOLUNTEER LENGTH OF SERVICE AWARD PROGRAM.

(C)   IN THE BYLAWS, THE BOARD OF COUNTY COMMISSIONERS MAY:

(1)  DEFINE TERMS;

(2)  ESTABLISH ELIGIBILITY REQUIREMENTS FOR
CERTIFICATION PROCEDURES BASED ON LENGTH OF SERVICE, NUMBER OF
HOURS OF SERVICE, AMOUNT OF TRAINING, NUMBER OF HOURS OF
TRAINING, PRIOR SERVICE, OR ANY OTHER CRITERIA CONSIDERED
RELEVANT BY THE BOARD BASED ON REQUIREMENTS AND PROCEDURES
RECOMMENDED BY THE CECIL COUNTY FIREMAN'S ASSOCIATION;

(3)  ESTABLISH APPEALS PROCEDURES FOR VOLUNTEERS WHO
CONTEST ELIGIBILITY REQUIREMENT DETERMINATIONS BY THE BOARD;

(4)  ESTABLISH A BENEFITS SCHEDULE AND DETERMINE
ELIGIBILITY REQUIREMENTS, INCLUDING AGE AND LENGTH OF SERVICE
REQUIREMENTS;

(5)  DELEGATE RECORDKEEPING RESPONSIBILITIES OF THE
PROGRAM TO THE VOLUNTEER LENGTH OF SERVICE AWARD PROGRAM
