(h) The Board shall establish a complete operating plan for
resource reduction and material recycling and litter control,
including but not limited to, a statement of objectives and
goals, a plan for the recycling of 50 percent of newspapers,
tires, beverage containers, milk containers, motor oil, and
office paper, a system of funding, program alternatives with
specific procedures for implementation, and pertinent proposed
legislation. The plan shall be offered to the General Assembly
by January 1, 1981.

(i) The Board shall be staffed by the Department of Natural
Resources.

(j) The provisions of this section creating the Resource
Reduction and Material Recycling and Litter Control Advisory
Board and relating to the Board, and any regulations promulgated
under this section, are of no effect and may not be enforced
after January 14, 1981.]

(f) A single line of stakes, including the pound or head
and the leader or hedging, may not have a length greater than the
following:

(9) In the Nanticoke [River] RIVER, south of a line
from the southeasterly most point of entrance into Jack's Creek
in Dorchester County to Triangulation Station Earle in Wicomico
County — 1650 feet.

(c)  A [licensee] HOLDER OF A PERMIT may dredge on any day
except Sunday. Notice of intention to dredge shall be given in
writing to every leasehold owner adjoining the leasehold area to
be dredged.

7-505.

(d)  Procedures for review of an application shall be as
follows:

(3) After the hearing, the Committee shall approve,
reject, or modify the proposed plan. If the plan is rejected or
modified, the operator shall be notified in writing of the reason
for rejection or the suggested modification. The operator may
resubmit the plan to THE Department with the Committee's
requested corrections or modifications. If the changes are made
and the permit application fully complies with all provisions of
this subtitle and rules and regulations issued pursuant thereto,
the Department may issue the permit. If the Committee rejects
the plan, the Department may not approve the permit.
