(a)  A Resource Reduction and Material Recycling and Litter
Control Advisory Board is created within the Department of
Natural Resources.

(b)  The Board shall consist of 17 members appointed by the
Governor to represent various interests associated with resource
reduction and material recycling and litter control.
Appointments shall be made on or before July 1, 1980.

(c)  The composition of the Board shall be as follows.

(1)  Seven members shall be representatives of State
and local governments:

(i) One who shall be from the Maryland
Environmental Service;

(ii) One from the Office of the Comptroller;

(iii) One from the Office of the Attorney
General;

(iv) Two from the Department of Economic and
Community Development;

(v) One from the Maryland Association of
Counties; and

(vi) One from the Maryland Municipal League.

(2)  Five members shall represent industry in
Maryland, including manufacturers, wholesalers, and retailers.

(3)  Five members shall represent recognized citizen
interest groups that do not have any commercial interests.

(d)  The Board shall elect one of the members as chairman.

(e)  The members of the Board shall have a term of office of
one year.

(f)  Vacancies shall be filled by the Governor for any
unexpired terms in the same manner as the original appointments.

(g)  (1) The members of the Board from the State departments
shall, for serving on the Board, only receive reimbursement by
their respective departments for expenses, as provided in the
standard State travel regulations; and

(2) The other Board members shall not receive any
wages from the State for serving on the Board. However, they may
be reimbursed by the Department of Natural Resources for
expenses, as provided in the standard State travel regulations.
