(c) (1) Each member serves for a term of 5 years beginning
July 1 after his appointment and until a successor is appointed
and qualifies.
(2) The Governor shall appoint a new member to fill
any vacancy on an appointed board for the remainder of that term
and until a successor is appointed and qualifies.
(3) Unless otherwise disqualified under this section,
a member of a board is eligible for reappointment. HOWEVER, AN
INDIVIDUAL MAY NOT SERVE FOR MORE THAN 2 CONSECUTIVE TERMS.

(h) The council shall:
(1) Meet as needed, but at least four times each
year, to compile the number [or] OF spaces in the public schools
of the county that are not filled and to evaluate the feasibility
of the utilization of the spaces by the community and county
departments; and
(2) Report its findings and recommendations to the
County Board of Education and the county executive at least twice
during the school year.

(d) (2) (i) Any vacancy on the County Board that occurs on
or before the filing deadline for candidates in an election held
in the fourth year of the term of office of any member shall be
filled, for the remainder of that term and until a successor is
elected and qualifies, at the general election:
1. Next following the creation of the
vacancy; and
2. For which the deadline for the filing
of candidates has not expired.
(ii) Any other vacancy, including a vacancy
existing during the period preceding the election of a successor
as provided in subparagraph [(1)] (I) OF THIS PARAGRAPH, shall be
filled by a qualified individual appointed by the Governor to
serve until a successor is selected and qualifies.
(iii) The election provided for in subparagraph
[(1)] (I) OF THIS PARAGRAPH shall be governed by Subtitle 32 of
Article 33 of the Code.
(3) An individual may [not] serve for more than 2
consecutive terms.
