12.

Except as otherwise expressly provided in this article, no
county, city or other political subdivision of this State shall
require any person, firm or corporation to obtain a permit or
license to transact in such county, city or other political
[subdivision,] SUBDIVISION any business or occupation for which
it or he is required to obtain a State license under the
provisions of this article, nor shall any county, city or other
political subdivision of this State levy any occupational tax or
fee upon such person, firm or corporation for transacting any
such business or engaging in any such occupation for which such
State license is required. Notwithstanding the provisions of
this section, any county, city or other political subdivision of
this State may require permits or licenses to be obtained where
necessary for regulatory purposes in the interest of the public
health, safety or morals. The provisions of this section shall
not be deemed to be repealed by any local act hereafter passed
unless expressly referred to and expressly repealed in terms.
Provided, however, that the provisions of this section shall not
apply to Prince George's County, Baltimore City, or Worcester
County.

17A.

In addition to the provisions of § 17 of this article, every
person, firm, or corporation keeping, maintaining or operating
for public entertainment in Harford County, any music box,
mechanical player piano, graphophone, or similar mechanical
musical device, except an amplifier, played by the insertion of a
coin or token, shall obtain an annual Harford County license
therefor from the clerk of the Circuit Court of Harford County,
and shall pay therefor the sum of $10.00 for each such machine or
device. The clerk shall issue the license in the name of the
owner of the machine or device, who shall display said license on
the premises where the machine or device is located. All licenses
shall expire on the thirtieth day of April of each [year] YEAR,
shall be transferable, and shall be prorated quarterly. Any
person, firm or corporation keeping, maintaining or operating any
such machine or device in Harford County without such license,
shall be guilty of a misdemeanor, and upon conviction thereof,
shall be fined $100.00.

21.

(b) This section does not apply to Prince George's, Anne
Arundel, Baltimore, Cecil, Howard, Montgomery, or Calvert
[counties] COUNTY, as to which special local law exists.

23.

Except in Baltimore City, for every license there shall be
paid the following rates: for every license to travel on foot,
$100; to travel with a horse or other beast of burden and wagon
or other vehicle, $150; with two horses or other beast of burden
