(b) The provisions adopted under Section 6-201 of this
article by any county or the City of Baltimore shall apply after
December 31, 1983, to the members of the school board of the city
or county, the superintendent, and such employees of that board
as may be designated by the local governing body unless that
board adopts, as provided in subsection (c) of this section,
financial disclosure regulations applicable to school officials
of that board.
(c) (1) Each school board may adopt financial disclosure
regulations applicable to school officials of that board pursuant
to this [paragraph] SECTION.
(2) The regulations adopted pursuant to this section
shall:
(i) Apply to members of the board and
candidates for election to the board;
(ii) Apply to the superintendent;
(iii) Not apply to any full or part-time
classroom teacher unless that teacher is assigned other duties,
not normally expected of classroom teachers, which cause the
teacher to be covered by other provisions adopted pursuant to
this section;
(iv) Except as may be required to make the
regulations relevant to the prevention of conflicts of interest
in that school system, be similar to the provisions of Title 4 of
this article.
(3) A board is not required to require the filing of
a financial disclosure statement by a school official except:
(i) When an anticipated action of the school
official will present a potential conflict with his personal
interest and then sufficiently in advance of the action to
provide adequate disclosure to the public; and
(ii) At least annually of the receipt of gifts
by the school official.

(a) This section governs the regulation of lobbyists
involved with any school system.
(b) The provisions adopted pursuant to Section 6-301 of
this article by any county or the City of Baltimore shall, after
December 31, 1983, be deemed to extend to, include, and be fully
applicable to the school system of that county or city unless the
school board adopts, as provided in subsection (c) of this
section, lobbyist regulations applicable to that school system.
