For the purpose of this article:
(c) "Crime" shall mean an act committed by any person in
the State of Maryland which would constitute a crime as defined
in Article 27 of the [Annotated] Code [of Maryland (1967
Replacement Volume)] or at common law, provided, however, that no
act involving the operation of a vessel or motor vehicle which
results in injury shall constitute a crime for the purpose of
this article unless the injuries were intentionally inflicted
through the use of a vessel or motor vehicle.

(a) Except as provided in subsection (b) of this section,
the following persons shall be eligible for awards pursuant to
this article[.]:
(1) A victim of a crime;
(2) A surviving spouse or child of a victim of a
crime who died as a direct result of such crime; [and]
(3) Any other person dependent for his principal
support upon a victim of a crime who died as a direct result of
such crime[.];
(4) Any person who is injured or killed while trying
to prevent a crime or an attempted crime from occurring in his
presence or trying to apprehend a person who had committed a
crime in his presence or had, in fact, committed a felony[.];
(5) A surviving spouse or child of any person who
dies as a direct result of trying to prevent a crime or an
attempted crime from occurring in his presence or trying to
apprehend a person who had committed a crime in his presence or
had, in fact, committed a felony[.];
(6) Any OTHER person dependent for his principal
support upon any person who dies as a direct result of trying to
prevent a crime or an attempted crime from occurring in his
presence or trying to apprehend a person who had committed a
crime in his presence or had, in fact, committed a felony[.]; AND
(7) Any person who is injured or killed while giving
aid and assistance to a law-enforcement officer in the
performance of his lawful duties or to a member of a fire
department who is being obstructed from performing his lawful
duties.
(b) A person who is criminally responsible for the crime
upon which a claim is based or an accomplice of such person or a
member of the family of such persons shall not be eligible to
receive an award with respect to such claim.
