(b) (2) This audit shall be conducted at the place or
places where THE accounts of the Corporation are normally kept.
The Legislative Auditor shall have access to all books, accounts,
financial records, reports, files, and other papers or property
belonging to or in use by the Corporation and necessary to
facilitate the audit. Full facilities for verifying transactions
with the balances and securities held by depositories, fiscal
agents, and [custodian] CUSTODIANS shall be available to the
Auditor. All books, accounts, financial records, reports, files,
and other papers or property of the Corporation shall remain in
the possession and custody of the Corporation for a period of 3
years, but the Legislative Auditor may require a longer period of
retention.

Article 21 - Procurement

1-202.

(b) Except as provided in §§ 3-405, 3-501, [8-204,] 8-501
through 8-515, 8-701 through 8-705, 9-106, and 9-206 OF THIS
ARTICLE, this article does not apply to:

(1) Contracts or like business agreements between a
State agency and another State agency or a political subdivision
of the State or other governments;

8-501.

(i) "Weighted average rate" for each classification in a
locality means the rate obtained [by] BY:

(1)  Adding the products obtained by multiplying each
hourly rate paid to workers in the classification by the number
of workers receiving that rate; and

(2)  Dividing that sum by the total number of workers
in the classification.

9-109.

(b) (1) The Transportation Selection Board may waive the
requirements of subsection (a) of this section if:

(i) It determines in writing that the

architectural and engineering services cannot be     defined so

completely as to lend themselves to the procedures set     forth in
subsection (a) of this section;

(ii) The public health and safety is endangered
after a natural disaster or act of God;
