(b)  Before the Board may add any poison to the Schedule of
Controlled Poisons, the Board shall hold a public hearing on the
proposed addition.

(c)  (1) At least 10 days before the public hearing, the
Board shall publish notice of the hearing:

(i) In a daily newspaper of general circulation
in Baltimore City;

(ii) By issuing a press release, copies of
which shall be made available at the office of the Board; or

(iii) By any other . means that the Board
considers necessary.

(2) A notice of the Board shall include:

(i) The date, time, and place of the hearing;
and

(ii) The names of the specific poisons that the
Board proposes to add to the Schedule of Controlled Poisons.]

(a)  (1) If, under § 5-107 of this subtitle, the Board adds
any poison to the Schedule of Controlled Poisons, the Board shall
publish a revised Schedule of Controlled Poisons.

(2) The revised schedule shall specify its effective
date.

(b)  The Board shall mail a copy of the revised Schedule of
Controlled Poisons to each person who:

(1)   Is authorized under this subtitle to sell or
dispense a controlled poison; or

(2)  Requests a Schedule of Controlled Poisons.]

(a)  Any person aggrieved by any order issued by the
Department under this subtitle may appeal to the Circuit Court
for Baltimore City.

(b)  Any person aggrieved by any rule or regulation adopted
by the Department or the Board under this subtitle may appeal the
action as provided in the Administrative Procedure Act.]
