SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984 and shall cease to be effective after

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

[State of Maryland Office of] Community Services ADMINISTRATION

(A) The [Office of] Community Services ADMINISTRATION is
hereby created for the general purpose of administering in the
State of Maryland the Federal Headstart, Economic Opportunity and
Community Partnership Act of 1974 (PL 93-644) and of creating and
participating in various areas and types of youth and
work-training programs; urban and rural community action
programs; special programs to combat poverty in rural and urban
areas; employment and investment incentive programs;
work-experience programs and of combating unemployment and
assisting in the education, training and economic betterment of
citizens of the State of Maryland.
