(5)  Encourage, participate in, finance, or conduct
studies, investigations, research, and demonstrations relating to
water pollution and its causes, prevention, control, and
abatement;

(6)  Collect and disseminate information relating to
water pollution and its prevention, control, and abatement;

(7)   [Adopt, modify, repeal, and promulgate water
quality standards for the waters of the State, and effluent
standards for waters discharged into the waters of the State;

(8)] Adopt, modify, repeal, and promulgate, after due
notice and hearing, and enforce rules and regulations
implementing or effectuating its powers and duties;

[(9) Issue, modify, or revoke orders and permits
prohibiting discharges of pollutants into the waters of the State
or require construction, modification, extension, or alteration
of new or existing disposal systems or treatment works or parts
of them or the adoption of other reasonable remedial measures to
prevent, control, or abate pollution or undesirable changes in
the quality of the waters of the State;

(10)] (8) Hold hearings, issue notices of hearing and
subpoenas requiring the attendance of witnesses and production of
evidence, administer oaths, and take necessary testimony; any of
these powers may be exercised by . the Director of the Water
Resources Administration or a hearing officer the Director of the
Water Resources Administration designates in writing;

[(11) Require prior submission of plans,
specifications, and other data relative to, and inspect
construction of, disposal systems or treatment works or any part
of them in connection with issuing permits or approvals required
by this subtitle;

(12)   Issue, continue in effect, revoke, modify, or
deny, under conditions it prescribes, permits to discharge water
or wastewater into waters of the State, and install, modify, or
operate disposal systems or any parts of them;

(13)  Require proper maintenance and operation of
disposal systems;] and

[(14)] (9) Exercise every incidental power necessary
to carry out the purposes of this subtitle.

8-1410.

(a) Except in case of emergency imperiling life or
property, unavoidable accident, collision, or stranding, OR AS
AUTHORIZED BY A PERMIT ISSUED UNDER § 9-323 OF THE HEALTH -
ENVIRONMENTAL ARTICLE, it is unlawful for any person to discharge
or permit the discharge of oil in any manner into or on waters of
the State [from any vessel, ship, or boat of any kind].
