FOR the purpose of clarifying the authority of the Department to
prevent, control, and abate pollution of the waters of the
State by oil or sediment; repealing certain powers and
duties of the Department of Natural Resources which have
been transferred to the Department of Health and Mental
Hygiene; prohibiting the discharge of oil in any manner into
the waters of the State except under certain conditions;
prohibiting the discharge of sediment into the waters of the
State except under certain conditions; and generally
relating to regulation, abatement, control, and prevention
of pollution of the waters of the State by oil or sediment.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Natural Resources

8-1405.

(a) For the purposes of this subtitle, the Department
shall have and may exercise the following powers and duties:

(1)  General supervision over the administration and
enforcement of this subtitle and all rules, regulations, and
orders promulgated pursuant to it;

(2)  Develop comprehensive programs and plans for
prevention, control, and abatement of pollution of the waters of
the State BY OIL OR SEDIMENT;

(3)  Advise, consult, and cooperate with other units
of the State, the federal government, other state and interstate
agencies, affected groups, political subdivisions, and industries
to further the purposes of this subtitle;

(4)  Accept and administer loans and grants from the
federal government and other sources, public or private, to carry
out any of its functions;
