purpose of providing that the Executive shall prepare a list of
new or substantially modified projects in the capital program
proposed by each agency of the county; providing that the list
shall be submitted to the Planning Board at a certain time and
that the Planning Board shall hold a hearing at a certain time on
the projects listed; providing for public notice of the hearing
by the Planning Board; and providing that the County Council
shall give public notice at a certain time of new and
substantially modified projects in the proposed capital budget
and capital program submitted by the County Executive, such
notice to include the date of the Council's public hearing on the
proposed capital budget and capital program.

AN ACT amending portions of Sections 3.502, 3.503 and 3.505
and adding Section 3.505A to the Howard County Code to eliminate
freestanding sign setback requirements for construction signs,
temporary real estate signs and temporary subdivision
identification signs and to permit the placing of temporary real
estate directional signs in the county rights-of-way subject to
certain restrictions/, until October 1, 1985.
Effective Date October 3, 1983.

AN ACT amending Sections 12.105, 18.104, 20.308, 20.311,
20.312 and 20.313 of the Howard County Code and adding Sections
18.104A, 20.317, 20.318 and Sections 20.800 through 20.811 in
order to authorize the Health Department to order the connection
of certain properties to the public water/sewer system;
specifying the form of notification to the property owner;
allowing for appeals; setting time frames for connection;
authorizing court action to enforce the order; requiring certain
conditions after connection; authorizing the Department of Public
Works to make certain connections; authorizing the Department of
Public Works to enter private property to make connections;
providing for billing for costs incurred by the Department of
Public Works; setting time frame for payment by the property
owner of the costs of on-site connection; permitting owners of
existing dwellings to pay the connection charges and
in-aid-of-construction charges over time with interest;
establishing a financing program for owners required to connect
who cannot obtain private financing for the on-site connection
work; setting up criteria for participation in the program and
time frames for requesting, processing and granting participation
