AN ACT to add new Sections 2-246 through 2-249.2, heading,
Division 19, Facilities and Operations Advisory Board, to Article
XII, heading, Agencies, Boards, Commissions and Committees, of
Chapter 2, heading, Administration, of the Harford County Code,
as amended; to establish a volunteer Facilities and Operations
Advisory Board to evaluate the new Department of Facilities and
Operations.

Effective Date April 15, 1983.

AN ACT to repeal and re-enact with amendments Sections 2-238
through 2-240 of Division 16, heading, Equal Employment
Opportunity Advisory Commission, of Article XII, heading,
Agencies, Boards, Commissions and Committees, of Chapter 2,
heading, Administration, of the Harford County Code, as amended;
to provide for additional membership.

Effective Date June 14, 1983.

AN ACT to repeal and re-enact with amendments Section 2-271,
heading, Membership, of Article XIV, heading, County Council
Appointed Boards and Commissions, of Chapter 2, heading,
Administration, of the Harford County Code, as amended; to
provide for the membership of Council boards and commissions.

Sections 9-18 and 9-18.1, of Article II, heading, Waste Disposal
Sites Generally, of Chapter 9, heading, Environmental Controls,
of the Harford County Code, as amended; to provide for the
elimination of commercial and residential solid waste disposal
fees, surcharges, and taxes; to generally repeal fees concerning
landfill use in Harford County; to provide for solid waste
disposal fees for trash originating outside of Harford County; to
provide for civil and criminal penalties for the violation of
