BOUNDED ON ALL SIDES BY REAL PROPERTY PRESENTLY WITHIN THE
CORPORATE LIMITS OF THE CITY OF GREENBELT, SUCH LANDS COMMONLY
KNOWN AS THE PROPERTIES OF ELINOR M. SEGER AND THE HOLY CROSS
LUTHERAN CHURCH, AND AS MORE FULLY DESCRIBED IN PLAT OF
ANNEXATION PREPARED BY JOHN D. EMLER & ASSOCIATES P.A., DATED
MARCH 1984, ALL LOCATED ADJACENT TO THE INTERSECTION OF THE
BALTIMORE-WASHINGTON PARKWAY AND CAPITAL BELTWAY (INTERSTATE 95),
NEAR GREENBELT ROAD (ROUTE MD. 193); AND FURTHER PROVIDING FOR
THE SPECIAL TREATMENT OF TAXABLE REAL PROPERTY BY THE CITY IN THE
AREA ANNEXED FROM THE EFFECTIVE DATE OF ANNEXATION UNTIL SUCH
TIME AS SAID PROPERTY IS REZONED, OR ITS OWNERSHIP OR ITS
CHARACTER OR ITS USAGE CHANGES FROM THAT IN EFFECT AT THE TIME OF
THIS ANNEXATION, WHICHEVER CHANGE SHALL OCCUR FIRST

RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF
HAGERSTOWN, MARYLAND, INTRODUCED AND PASSED PURSUANT TO ITS
GENERAL POWERS FOR THE PURPOSE OF AMENDING AND REVISING THE
CHARTER OF THE CITY OF HAGERSTOWN, A MUNICIPAL CORPORATION,
EXISTING UNDER AND BY VIRTUE OF THE LAWS OF THE STATE OF MARYLAND
AND IN PARTICULAR, AMENDING AND REPEALING ARTICLES I THROUGH XII
OF THE PRESENT CITY CHARTER AS CODIFIED AND PUBLISHED BY GENERAL
CODE PUBLISHERS CORPORATION AS OF 1966.

RESOLUTION OF THE COUNCIL OF THE CITY OF HAGERSTOWN,
MARYLAND, ADOPTED PURSUANT TO ARTICLE 11-E, § 4, OF THE
CONSTITUTION OF THE STATE OF MARYLAND, LABELED AND ENTITLED,
MUNICIPAL CORPORATIONS, PROCEDURE FOR ADOPTION, AMENDMENT OR
REPEAL OF CHARTERS, and pursuant to Article 23A, of the Annotated
Code of the Public General Laws of the State of Maryland
entitled, "Corporation—Municipal, Charter Amendments", as said
sections were enacted by Chapter 423 of the Acts of the General
Assembly of Maryland, Session of 1955, and subsequent amendments
thereto; and to repeal the now existing Charter of the City of
Hagerstown, to wit: Article I, entitled, Incorporation and
General Government, Sections 1 through 9; Article II, entitled,
Registration and Elections, Sections 10 through 23; Article III,
entitled, Powers, Sections 24 through 31; Article IV, entitled,
Revenue and Finance, Sections 32 through 44; Article V, entitled,
Personnel, Sections 45 through 56; Article VI, entitled, Streets
and Sidewalks, Sections 57 through 73; Article VII, entitled,
