EXECUTIVE ORDER OF APRIL 13, 1984

THE UNITED CHARITY CAMPAIGN
OF MARYLAND STATE EMPLOYEES AND RETIREES
WHEREAS, The employees of the State of Maryland have long
demonstrated their commitment to the support of charitable
causes; and
WHEREAS, It has been the traditional policy of this State to
encourage such generosity by providing a convenient means by
which current and retired employees may make such
contributions; and
WHEREAS, The State desires to continue to conduct a single annual
campaign which provides an opportunity for charitable
organizations to enjoy access to the State's voluntary
payroll deduction process and minimizes workplace disruption
and administrative costs to Maryland taxpayers; and
WHEREAS, Continuing support of charitable causes by State
employees and the public at large reinforces the best of
this society's values, lessens the cost and burden placed
upon government and demonstrably provides for the health and
welfare needs of the people;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, by virtue of the authority vested in me by the
Constitution and laws of Maryland, do hereby promulgate the
following Executive Order:
Section 1.
A. The United Charity Campaign of Maryland State
Employees and Retirees ("the Campaign") shall be
administered on an annual basis by the Secretary
of State in conformity with the provisions of
Executive Order No. 01.01.1983.03 issued on
January 24, 1983, as may be amended, which are
not inconsistent with this Order.
B. The Secretary of State shall develop
instructions and procedures applicable to
voluntary charitable organizations which may
desire to participate in the Campaign in
