(c)  The Chairperson of the Commission shall be appointed

by the Governor with the advice of the Secretary
of Human Resources.

(d)  The Commission shall meet at least four times a

year, at the times and places determined by the
Chairperson.

(e)  A member of the Commission may not receive

compensation, but is entitled to reimbursement
for expenses under the standard State travel
regulations, as provided in the State Budget.

(f)  The Department of Human Resources shall provide

staff assistance to the Commission as provided
for in the State Budget.

PROCLAMATION

AND

EXECUTIVE ORDER OF APRIL 6, 1984

WHEREAS, I, Harry Hughes, Governor of Maryland, having been
informed that as a result of a powerful storm which occurred
on March 29, 1984, Somerset County citizens have suffered
$3.7 million in damage to residences and businesses; and

WHEREAS, The above situation has caused widespread suffering and
hardship and significantly threatens the welfare of Somerset
County;

NOW, THEREFORE, Pursuant to the authority vested in me by the
Constitution and laws of the State of Maryland, including,
but not limited to Article 16A of the Annotated Code of
Maryland, and the Maryland Disaster Assistance Plan adopted
by Executive Order of September 26, 1975 pursuant thereto,
I, HARRY HUGHES, GOVERNOR OF MARYLAND, HEREBY:

1. PROCLAIM THAT AN EMERGENCY AS DEFINED IN ARTICLE 16A,
SECTION 3(E) OF THE ANNOTATED CODE OF MARYLAND, HAS
OCCURRED IN SOMERSET COUNTY; AND

2. ORDER THE EXECUTION OF THE STATE'S EMERGENCY PLAN.
