HARRY HUGHES, Governor                                         4197

WHEREAS, These issues are of great concern to the State and of
major public policy; and

NOW, THEREFORE, I, Harry Hughes, Governor of the State of
Maryland by virtue of the authority vested in me by the
Constitution and Laws of Maryland hereby issue the following
Executive Order, effective immediately:

I.    The Commission

There is a Governor's Commission to Revise the Mental
Retardation and Developmental Disabilities Laws.

II.   Membership and Procedures

The Commission consists of seventeen (17) members
appointed by the Governor of whom:

A. The following persons are ex officio members of
the Commission with the power to vote:

(1)   The Secretary of the Department of Health
and Mental Hygiene;

(2)   The Secretary of the Department of Human
Resources;

(3)   The State Superintendent of Schools; and

(4)   A representative of the Maryland State
Planning Council on Developmental
Disabilities.

The following persons are non-voting, ex officio
members of the Commission.

(1)   A representative of the State Law
Department, nominated by the Attorney
General, who shall serve as legal advisor
to the Commission; and

(2)   A representative of the Department of
Budget and Fiscal Planning, nominated by
the Secretary, who shall serve as a fiscal
advisor to the Commission.

The remaining membership of the Commission shall
consist of:

(1) One member of the Senate nominated by the
President of the Senate;
