VETOES

(4) The student member has the same rights and
privileges of an elected member except that:

(i) He may not vote; and

(ii) Unless invited to attend by the
affirmative vote of a majority of the County Board, he may not
attend an executive session that relates to hearings on appeals
of special education placements, hearings held under § 6-202(a)
of this article, or collective bargaining.

(f) (1) Each elected member serves for a term of 4 years
beginning on December 1 after his election and until a successor
is elected and qualifies. The terms of elected members are
staggered as required by the terms of the members serving on the
County Board as of July 1, 1978 [and] so that [four] 4 members
are elected in gubernatorial election years and [three] 3 members
are elected in presidential election years.

(2)(I) BY THE CLOSE OF THE 1987 SESSION OF THE
MARYLAND GENERAL ASSEMBLY, THE MONTGOMERY COUNTY DELEGATES AND
SENATORS SHALL DIVIDE THE COUNTY INTO 5 RESIDENCE DISTRICTS WHICH
SHALL BE DESIGNATED SCHOOL DISTRICTS 1, 2, 3, 4, AND 5.

EACH OF THESE DISTRICTS SHALL BE OF SUBSTANTIALLY EQUAL

POPULATION BASED ON THE MOST RECENT UNITED STATES CENSUS DATA.
THE SCHOOL BOARD DISTRICTS ESTABLISHED BY THE DELEGATES AND
SENATORS SHALL BECOME LAW AFTER BEING ADOPTED BY JOINT RESOLUTION
OF THE MARYLAND GENERAL ASSEMBLY.

(2) (I) THE SENATORS FROM MONTGOMERY COUNTY AND THE
DELEGATES FROM MONTGOMERY COUNTY, BY A MAJORITY VOTE OF EACH
GROUP, SHALL INTRODUCE A JOINT RESOLUTION INTO THE 1987 REGULAR
SESSION OF THE MARYLAND GENERAL ASSEMBLY, PROPOSING A PLAN FOR
THE DIVISION OF MONTGOMERY COUNTY INTO 5 RESIDENCE DISTRICTS FOR
THE ELECTION OF SCHOOL BOARD MEMBERS.

(II) EACH OF THESE DISTRICTS SHALL BE OF
SUBSTANTIALLY EQUAL POPULATIONS BASED ON THE MOST RECENT
DECENNIAL CENSUS OF THE UNITED STATES.

(III) THE SCHOOL BOARD DISTRICTS SHALL BECOME
LAW AFTER ADOPTION OF THE JOINT RESOLUTION BY THE MARYLAND
GENERAL ASSEMBLY.

(II) (IV) THE BOUNDARIES OF THE SCHOOL BOARD
DISTRICTS SHALL BE REESTABLISHED BY THE MONTGOMERY COUNTY
DELEGATES AND SENATORS AND ADOPTED BY JOINT RESOLUTION OF THE
GENERAL ASSEMBLY IN 1992 AND EVERY TENTH YEAR THEREAFTER. THE
LATEST UNITED STATES CENSUS DATA DECENNIAL CENSUS OF THE UNITED
STATES SHALL BE USED TO ESTABLISH DISTRICTS OF SUBSTANTIALLY
EQUAL POPULATION.

(3)  ELECTED MEMBERS OF THE COUNTY BOARD SHALL BE
