(4) EACH STUDENT MEMBER SHALL SERVE:
(I) FOR A TERM OF 1 YEAR AS AN APPRENTICE; AND
(II) 1 YEAR AS A FULL MEMBER.
[(c)] (D) Each member of the Board:
(1) Serves without compensation; and
(2) Is entitled to reimbursement for expenses in
accordance with the standard State travel regulations.
[(d)](E) During his membership on the Board, a member may
not be employed by or be a member of the governing or advisory
board of any agency or any institution of postsecondary education
that is subject to the jurisdiction of the Board.
SECTION 2. AND BE IT FURTHER ENACTED, That for the first
year after the effective date of this Act, there shall be 1
student member who has not served as an apprentice and is serving
for only 1 year and 1 student member who is an apprentice.
SECTION 32. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 754.
This bill increases from 30 to 60 the number of days within
which the Regional Planning Council must approve or disapprove
any plan or areawide development project proposal referred by any
local government within the regional planning area.
Senate Bill 432, which was passed by the General Assembly
and signed by me on May 8, 1984, accomplishes the same purpose.
Therefore it is not necessary for me to sign House Bill 754.
