(3)  MAY BE USED BY A GRADUATE, UNDERGRADUATE, OR
PROFESSIONAL STUDENT; AND

(4)  TO THE EXTENT IT IS NOT USED BY THE STUDENT,
SHALL BE RECREDITED TO THE DELEGATE'S SCHOLARSHIP ACCOUNT AND MAY
BE AWARDED IN THE NEXT 12 MONTHS BY THAT DELEGATE TO ANOTHER
STUDENT PURSUANT TO THIS SECTION.

(C) IN EACH YEAR IN WHICH SCHOLARSHIP AWARDS ARE AUTHORIZED
UNDER THIS SECTION, AT LEAST ONE-HALF OF THE TOTAL AMOUNT OF
SCHOLARSHIPS AWARDED BY A DELEGATE SHALL BE IN AMOUNTS
REPRESENTING THE FULL TUITION AND MANDATORY FEES AT THE
INSTITUTIONS IN WHICH THE SCHOLARSHIPS ARE USED.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

SECTION 2. AND BE IT FURTHER ENACTED, That Sections 18-404,
18-501, 18-502, and 18-506 of the Education Article, as amended
or added by this Act, shall take effect July 1, 1984, and that
Section 18-503(a) of the Education Article, as amended by this
Act, shall take effect July 1, 1986.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 467.

This bill exempts Anne Arundel County from any registration
requirements for stationary blind sites, including the payment of
fees, for any off-shore stationary blind that the County has
registered in previous years or registers in the future for any
waterfront public property in the County.

Senate Bill 201, which was passed by the General Assembly
and signed by me on May 29, 1984, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 467.
