HARRY HUGHES, Governor                                         4017

The Honorable Benjamin L. Cardin                                                May 29, 1984

Speaker of the House of Delegates

State House
Annapolis, Maryland 21404

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 412.

This bill provides that a court may prohibit visitation or
custody if the court has reasonable grounds to believe that child
abuse or neglect has occurred.

Senate Bill 320, which was passed by the General Assembly
and signed by me on May 29, 1984, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 412.

Sincerely,
Harry Hughes
Governor
