Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 1012.
This bill specifies that the photograph on a driver's
license must be a profile photograph if the licensee is under the
age of 21 and a frontal photograph if the licensee is 21 or
older.
House Bill 1635, which was passed by the General Assembly
and signed by me on May 15, 1984, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 1012.

AN ACT concerning
Vehicle Laws - Drivers' Licenses - Photographs
FOR the purpose of providing that if a licensee is under a
certain age a certain photograph that is required on the
driver's license shall be a profile photograph; providing
that if a licensee is at least a certain age a certain
photograph that is required on the driver's license shall be
a frontal photograph; providing that a licensee who is at
least a certain age may apply to the Motor Vehicle
Administration for a duplicate license that includes a
frontal photograph; providing that this Act may not be
construed to invalidate or otherwise affect the expiration
dates of licenses issued by the Motor Vehicle Administration
before a certain date; and generally relating to requiring
that certain photographs that are currently required on
drivers' licenses shall be certain types of photographs.
BY repealing and reenacting, with amendments,
