(3) A [case] MATTER of attachment [on original
process] BEFORE JUDGMENT, if the sum claimed does not exceed
[$5,000] $10,000, exclusive of attorney's fees if attorney's fees
are recoverable by law or contract;
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 736.
This bill requires the Director of the Mental Hygiene
Administration in the Department of Health and Mental Hygiene to
prepare a master plan to be updated annually, for residential
placements and support services for individuals who have a mental
disorder.
House Bill 375, which was passed by the General Assembly and
signed by me on May 15, 1984, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 736.

of Health and Mental Hygiene may designate certain State
funds for certain community placements and community mental
