Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 404.

This bill increases the salary of the Baltimore County
Sheriff, removes the maximum limit on the number of deputy
sheriffs, and changes the title of the chief deputy sheriff to
under sheriff. However, since the title of the bill is arguably
inconsistent with the body of the bill, there is potential for
problems in implementation. House Bill 1036 which was signed by
me on May 8, 1984 has none of the infirmities of Senate Bill 404
and accomplishes the same purpose.

For these reasons, I have decided to veto Senate Bill 404.

AN ACT concerning

Baltimore County - Sheriff's Salary and Office

FOR the purpose of eliminating, in Baltimore County, the maximum
limit on the salary of the Sheriff and altering that salary;
eliminating the chief deputy's position and the maximum
limit on the number of deputy sheriffs; specifying the types
of positions the cost and expense of which shall be as
provided in the County budget; and prohibiting the salary
increase from affecting the incumbent.

BY repealing and reenacting, with amendments,
