VETOES

House Bill 595, which was passed by the General Assembly and
signed by me on May 15, 1984, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 395.

Senate Bill No. 395

AN ACT concerning

Mental Retardation and Developmental
Disabilities Administration - Qualification of Director

FOR the purpose of altering the qualification requirements of the
Director of the Mental Retardation and Developmental
Disabilities Administration; and providing that this Act is
an emergency measure.

BY repealing and reenacting, with amendments,

Article - Health - General
Section 7-202(c)
Annotated Code of Maryland
(1982 Volume and 1983 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Health - General

7-202.

(c) The Director shall be an individual who has
demonstrated competence in the fields of mental retardation [or]
AND developmental disabilities and their administration.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
