(1) The Secretary of Health and Mental Hygiene;

(2) The Secretary of Human Resources;

(3) The Director of the Office on Aging;

(4) The Secretary of State Planning;

(5) 1 consumer member;

(6) Any other members the Governor considers to be
appropriate for the board, and be it further

RESOLVED, That copies of this Resolution be forwarded to the
Honorable Harry Hughes, Governor, the Honorable Larry Young,
Chairman of the Environmental Matters Committee; Adele Wilzack,
Secretary of Health and Mental Hygiene, 201 West Preston Street,
Baltimore, Maryland 21201; Ruth Massinga, Secretary of Human
Resources, 1100 N. Eutaw Street, Baltimore, Maryland 21201;
Rosalies S. Abrams, Director of the Office on Aging, 301 West
Preston Street, Baltimore, Maryland 21201, and Constance Lieder,
Secretary of State Planning, 301 West Preston Street, Baltimore,
Maryland, 21201.

A House Joint Resolution concerning

Facilities Which Provide Domiciliary Care

FOR the purpose of requesting the Governor to appoint a board to
review and make decisions regarding issues which require

interagency coordination involving domiciliary____care

facilities.

WHEREAS, Many Maryland citizens are living in facilities
which provide domiciliary, personal, or nursing care for
unrelated individuals who are dependent on the facility for
nursing care or for the subsistance of daily living in a safe,
sanitary, and healthful environment ("facilities which provide
domiciliary care"); and

WHEREAS, The State of Maryland has several agencies (the
Department of Health and Mental Hygiene, the Department of Human
Resources, and the Office on Aging) that license facilities which
provide domiciliary care; and

WHEREAS, The current system in which more than one agency
may license and regulate a single facility which provides
domiciliary care can cause confusion and inefficiency; and

WHEREAS, A single board which reviews issues regarding

facilities which provide domiciliary care and makes

recommendations to agencies involved in their licensure and
regulation can provide a more efficient means of providing
domiciliary care; now, therefore, be it
