JOINT RESOLUTIONS

WHEREAS, There is a lack of facilities for liver transplants
in this State; and

WHEREAS, There is a lack of public awareness of the need for
organ donors in this State; and

WHEREAS, There is a need for both a centralized information
source on willing donors in this State and a means of providing
persons in need of transplants with information on how to raise
money for the transplant; and

WHEREAS, Pittsburgh, Pennsylvania has a program to
facilitate organ transplants which may be a useful model for this
State; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a commission to study the
facilitation of liver and other anatomical organ transplants; and
be it further

RESOLVED, That the commission be composed of:

(1)  2 members of the Senate of Maryland;

(2)  2 members of the House of Delegates;

(3)  1 representative each from the Department of
Health and Mental Hygiene, the Department of Human Resources, and
the Office of the Governor; and

(4) 1 member of the Maryland Organ Procurement
Center;

(5) 2 surgeons from this State skilled in transplant
surgery; and

(4) (6) 8 members of the public, at least 4 of whom
have, or have had, an immediate family member who required an
organ transplant; and be it further

RESOLVED, That the Governor shall designate the chairman of
the commission; and be it further

RESOLVED, That the commission shall report its findings to
the Governor and to the General Assembly by January 1, 1985; and
be it further

RESOLVED, That copies of this Resolution be forwarded to the
Honorable Harry Hughes, Governor of Maryland, the Honorable
Benjamin L. Cardin, Speaker of the House of Delegates, and the
Honorable Melvin A. Steinberg, President of the Senate of
Maryland.
