valuable asset through educational programs and activities; and
WHEREAS, Forest management is recognized as a desirable
means of protecting and enhancing the forest resource; and
WHEREAS, Arbor Day will be celebrated with a number of
activities across the State that relate to tree planting and
forest conservation; and
WHEREAS, The General Assembly believes that these activities
and programs are vital to the future of the State's forest
resources; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to designate 1984 "The Year of the Forest"
to promote the State's forest resources, to support the
cooperative efforts of public agencies, private organizations,
and industry, and to expand public awareness of Maryland's
forests; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
Benjamin L. Cardin, Speaker of the House of Delegates; the
Honorable Melvin A. Steinberg, President of the Senate of
Maryland; the Maryland Congressional Delegation: Senators Charles
McC. Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Royden P. Dyson,
Clarence D. Long, Barbara A. Mikulski, Marjorie S. Holt, Steny H.

A House Joint Resolution concerning
Medical Transplant Study Commission
FOR the purpose of requesting the Governor to appoint a
commission to study the facilitation of liver and other
organ transplants in this State.
WHEREAS, There is a continuing lack of resources in this
State to provide for anatomical organ transplants, particularly
liver transplants; and
WHEREAS, Liver and other organ transplants are expensive,
requiring as much as $175,000 prior to surgery; and
