SECTION 10. AND BE IT FURTHER ENACTED, That Sections 1
through 8 of this Act and Section 1.(3)(a), (b), (c), and (d) of
Chapter 568 of the Acts of 1983, as amended by Section 9 of this
Act, shall take effect October 1, 1984.
SECTION 11. AND BE IT FURTHER ENACTED, That Section
l.(3)(d), (e), (f), (g) and (h) of Chapter 568 of the Acts of
1983, as added by Section 9 of this Act, shall take effect June
1, 1984.

AN ACT concerning
Creation of a State Debt -
Chesapeake Bay Water Quality Loan of 1984
FOR the purpose of restoring, protecting, and improving the water
quality of the Chesapeake Bay and its tributaries by
authorizing the creation of a State Debt in the amount of
$9,000,000 $7,900,000, the proceeds to be used, subject to
the conditions of this Act and as otherwise provided by
certain laws, to provide State grants to assist in the
construction, equipping, and improvement of certain projects
to remove nitrogen from publicly owned treatment works,
certain projects to control agriculturally related nonpoint
sources of water pollution, certain projects to reduce urban
nonpoint source pollution and to provide State loans or loan
guarantees for certain projects for industrial pretreatment;
providing that this Act shall be contingent on the taking
effect of a certain other Act; and providing generally for
the issue and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Chesapeake Bay Water Quality Loan of 1984
in the aggregate principal amount of $9,000,000 $7,900,000. This
loan shall be evidenced by the issuance and sale of State general
obligation bonds authorized by a resolution of the Board of
Public Works and issued, sold and delivered in accordance with
the provisions of §§ 19 to 23 of Article 31 of the Annotated Code
of Maryland (1983 Replacement Volume, as amended from time to
time).
