SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 41 - Governor - Executive and Administrative

Departments

103A.

(b) (1) "Charitable organization" means an organization
which is or holds itself out to be a CHARITABLE, benevolent,
educational, HEALTH, philanthropic, humane, patriotic, FRATERNAL,
religious, ENVIRONMENTAL, PUBLIC OR SOCIAL ADVOCACY, ART AND
HUMANITIES, CIVIL OR PUBLIC INTEREST, POLICE OR OTHER LAW
ENFORCEMENT, FIRE FIGHTERS, or eleemosynary organization and
WHICH solicits or obtains contributions solicited from the public
for charitable purposes. It includes a chapter, branch, area,
office, or similar affiliate soliciting contributions within the
State of Maryland for a charitable organization which has its
principal place of business outside the State. It does not
include a political party, political committee, political club,
or an agency of the State government, or of a political
subdivision. THE CHARITABLE NATURE OF AN ORGANIZATION MAY BE
DETERMINED BY THE ACTIVITIES THE ORGANIZATION CONDUCTS AS WELL AS
BY THE GOVERNING INSTRUMENT. FRATERNAL ORGANIZATIONS OR FIRE
FIGHTERS, POLICE, OR OTHER LAW ENFORCEMENT ORGANIZATIONS ARE NOT
INCLUDED AS A "CHARITABLE ORGANIZATION" UNLESS THE FRATERNAL
ORGANIZATION OR LAW ENFORCEMENT ORGANIZATION IS SOLICITING FOR
CHARITABLE PURPOSES.

(2) "CHARITABLE PURPOSES" MEANS ANY CHARITABLE , OR
BENEVOLENT, OR FRATERNAL PURPOSE AND INCLUDES THE RELIEF OF
POVERTY, ADVANCEMENT OF EDUCATION, CULTURE OR RELIGION, PROMOTION
OF HEALTH, GOVERNMENTAL OR MUNICIPAL PURPOSES, OR OTHER PURPOSES
THE ACCOMPLISHMENT OF WHICH IS BENEFICIAL TO THE COMMUNITY, OR
PROMOTES THE WELFARE OF HUMANKIND AT LARGE.
