dates for certain duties to be performed under the Program;
providing for the membership, powers, and duties of local
scenic and wild river advisory boards; providing for duties
of the Scenic and Wild Rivers Review Board; requiring the
permission of the property owner for certain activities; and
generally relating to the process of regulating portions of
the Youghiogheny River and other scenic and wild rivers
under the Scenic and Wild Rivers Program.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Natural Resources

8-401.

Many of the rivers of Maryland or portions of them and THEIR
related adjacent land areas possess outstanding scenic, GEOLOGIC,
ECOLOGIC, HISTORIC, RECREATIONAL, AGRICULTURAL, fish, wildlife,
[and other recreation values of present and potential benefit to
the citizens of the State] CULTURAL, AND OTHER SIMILAR VALUES.
The policy of the State is to PRESERVE AND protect the NATURAL
VALUES OF THESE RIVERS, ENHANCE THEIR water quality [of these
rivers], and fulfill vital conservation purposes by wise use of
resources within [this scenic and wild river system] THEIR
SURROUNDING ENVIRONMENT. Development of a scenic and wild rivers
[system] PROGRAM is [essential] DESIRABLE to fulfill these
purposes.
