(D) THE COUNCIL MAY EMPLOY A STAFF IN ACCORDANCE WITH THE
STATE BUDGET.
SECTION 2. AND BE IT FURTHER ENACTED, That Section(s)
ll-205(a) and (b) of Article - State Government, of the Annotated
Code of Maryland (as enacted by Chapter ___(S.B. 50) of the
Acts of the General Assembly of 1984) be renumbered to be
Section(s) ll-205(b) and (c).
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect October 1, 1984.

AN ACT concerning
Scenic and Wild Rivers Review Board and
Program - Youghiogheny River
FOR the purpose of redefining the boundaries of the scenic
corridor of the Youghiogheny River that are included in the
Scenic and Wild Rivers Program; requiring the Secretary of
Natural Resources to define redefine and demonstrate by a
certain time period the boundaries of the scenic corridor of
the Youghiogheny River by a certain method; providing for
the verification of the boundaries of the scenic corridor of
the Youghiogheny River by certain time periods with certain
persons and groups; including the Secretary of Health and
Mental Hygiene as a member and a Commissioner of Garrett
County as members of the Scenic and Wild Rivers Review
Board; providing for the protection of property rights for
owners of property in the scenic corridor of the
Youghiogheny River; providing for the consent of certain
property owners requiring the State to provide certain proof
before the State may purchase or acquire certain property by
eminent domain; requiring the Secretary of Natural Resources
to adopt rules and regulations under certain procedures to
enforce and administer the provisions of this Act; providing
for the review and approval of the rules and regulations of
the Secretary of Natural Resources; providing for the
approval of the General Assembly for certain inventories and
plans of the Department of Natural Resources; revising,
restating, and recodifying the Scenic and Wild Rivers Review
Board and Related Program; allowing the original plan for
Deer Creek in Harford County to be changed or restudied only
in a certain manner; deleting certain unnecessary language
