(A) A PERSON MAY NOT OPERATE A BICYCLE WHILE WEARING AN
EARPHONE ATTACHED TO A RADIO, TAPE PLAYER, OR OTHER AUDIO DEVICE.
ON ANY HIGHWAY, OR ON ANY PUBLIC ROADWAY, OR ON CERTAIN PRIVATE
PROPERTY, WHILE THE PERSON IS WEARING ANY HEADSET COVERING, OR
ANY EARPLUGS IN, BOTH EARS.
(B) THE PROVISIONS OF THIS SECTION DO NOT APPLY TO:
(1) ANY PERSON WEARING PERSONAL HEARING PROTECTORS IN
THE FORM OF CUSTOM EARPLUGS OR MOLDS THAT ARE DESIGNED TO
ATTENUATE INJURIOUS NOISE LEVELS. THE CUSTOM PLUGS OR MOLDS
SHALL BE DESIGNED IN SUCH A MANNER AS TO NOT INHIBIT THE WEARER'S
ABILITY TO HEAR A SIREN OR HORN FROM AN EMERGENCY VEHICLE OR A
HORN FROM ANOTHER VEHICLE;
(2) ANY PERSON WEARING A PROSTHETIC DEVICE USED TO
AID THE HARD OF HEARING; OR
(3) ANY PERSON OPERATING A BICYCLE ON A PUBLIC
BICYCLE PATHWAY EXPRESSLY AUTHORIZED FOR THE USE OF PERSONS
OPERATING BICYCLES.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Master Electrical Licensing
FOR the purpose of creating a Statewide Master Electrical
Licensing Board; establishing qualifications for Board
members; providing for the powers and duties of the Board;
establishing licensing procedures and fees; providing
penalties; the Board with disciplinary authority; providing
that this Act does not limit certain powers of a
municipality, city, or county; providing that this Act does
not apply to certain persons and activities; providing that
it is the intent of the General Assembly that the revenues
of the Board be sufficient to meet the costs of its
activities; providing that the Secretary of Licensing and
Regulation shall monitor fees and revenue for compliance
with this intent and recommend adjustments when necessary;
generally relating to the statewide licensing of Master
