(F) [The Board of Examiners of Maryland Pilots shall
receive forty-five hundred dollars ($4,500) a year from pilotage
fees collected to defray the expenses of the said Board.]
(1) THE BOARD SHALL RECEIVE ALL FEES AND OTHER
CHARGES COLLECTIBLE PURSUANT TO §§ 4, 14, AND 16 OF THIS
SUBTITLE.
(2) The members of the Board [and the registrar
appointed by them] shall receive the sum of [five hundred dollars
($500)] $500 annually, and shall further receive their reasonable
traveling expenses in attending meetings of the Board in
accordance with the standard travel regulations; provided, that
the compensation shall be paid out of the fees or other sums
received by the Board.
(G) The exercise or performance of all powers, authority,
duties, and functions vested in the Board by the provisions of
this title shall be subject to the power and authority of the
Secretary of Licensing and Regulation as set forth in Article 41
of this Code, or elsewhere in the laws of this State.
[3.] 2.
Any person who may desire to be [certified as an] LISTED AS
A QUALIFIED APPLICANT FOR THE POSITION OF apprentice pilot[, and
being able to meet the requirements fixed by the officers of the
Association of Maryland Pilots,] shall file an application with
the [Association and] BOARD OF EXAMINERS OF MARYLAND PILOTS. IF
THE BOARD FINDS THAT THE APPLICANT IS ABLE TO MEET THE
REQUIREMENTS FIXED BY THE BOARD AND THE APPLICANT shall pass such
mental and physical examination as may be required[; such
apprentice pilots shall be appointed by the said Association from
the list of qualified applicants.], THE APPLICANT SHALL BE PLACED
ON THE LIST OF QUALIFIED APPLICANTS. THE BOARD OF EXAMINERS MAY
SELECT AND APPOINT FROM THE LIST OF QUALIFIED APPLICANTS ANY
NUMBER OF APPRENTICE PILOTS AS THEY MAY DEEM NECESSARY FOR THE
PROTECTION OF THE COMMERCIAL INTERESTS OF THE STATE.
[4.] 3.
An apprentice pilot shall serve [as such] UNDER THE
SUPERVISION OF A LICENSED PILOT for not less than [two] 2 years
[and such time thereafter as the Association shall determine from
observation of his aptitude, knowledge and efficiency; after said
period of apprenticeship said apprentice shall be certified by
the Association to the Board of Examiners who shall examine each
applicant producing such certification;] and if upon
[examination] ACTUAL OBSERVATION OF DEMONSTRATED PERFORMANCE the
person shall appear to the Board [of] TO POSSESS sufficient
ability, skill, and experience [they] THE BOARD shall grant him
[one] 1 of [three] 3 kinds of warrants of appointment and
license, under seal, according to the qualification of [such] THE
person, thereby authorizing him [for one year from the date of
