(House Bill 1533)
AN ACT concerning
Cecil County - Procurement
FOR the purpose of altering the means for the provision by Cecil
County of construction and repair work on bridges and roads;
providing a certain procurement process in Cecil County for
bridge and road work and for the purchase or lease of
certain equipment and machinery when above a certain
monetary value, with exceptions; providing a certain means
in Cecil County for providing for such procurement in
certain emergency situations and when such procurement is
below a certain monetary value; excepting Cecil County from
certain provisions of law concerning the provision of
certain bridge work; providing that in Cecil County certain
contracts be awarded by competitive bid to the lowest
responsive and responsible bidder, with certain exceptions;
providing certain limitations on the award of contracts by
Cecil County to particular contractors; providing the Cecil
County Commissioners with certain procurement and bonding
authority; providing that certain Acts are violations of a
certain provisions of law; providing a penalty for these
violations providing that the Cecil County Commissioners may
not enter into any contract for the repair or construction
of any bridge or road or for the purchase or lease of any
road construction equipment or machinery except in
accordance with certain provisions of this Act; providing
that any contract entered into by the Cecil County
Commissioners in violation of certain provisions of this Act
is void unless certain determinations can be made; providing
for certain compensation as to certain void contracts;
providing that certain expenditures in Cecil County are
subject to a certain provision of State law; making
stylistic changes; generally relating to procurement by
counties; and providing an effective date.
BY repealing and reenacting, with amendments,
Article 25 - County Commissioners
Section 3(a) and 37
