CHAPTER 704

(House Bill 1536)

AN ACT concerning

Unemployment Insurance - Extension of Use of Reed Act Funds

FOR the purpose of extending for a certain period the use of

available funds in the State Unemployment Trust Fund for the

payment of benefits and expenses, under the Federal Reed
Act.

BY repealing and reenacting, with amendments,

Article 95A - Unemployment Insurance Law

Section 10(d)

Annotated Code of Maryland

(1979 Replacement Volume and 1983 Supplement)

SECTION 1. BE IT ENACTED. BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 95A - Unemployment Insurance Law

10.

(d) (1) Money credited to the account of this State in the
unemployment trust fund by the Secretary of the Treasury of the
United States of America pursuant to Section 903 of the Social
Security Act, as amended, may not be requisitioned from this
State's account or used except for the payment of benefits and
for the payment of expenses incurred for the administration of
this article. The money may be requisitioned pursuant to
subsection 10(c) for the payments of benefits. The money may also
be requisitioned and used for the payment of expenses incurred
for the administration of this article but only pursuant to a
specific appropriation by the legislature, and only if the
expenses are incurred and the money is requisitioned after, the
enactment of an appropriation law which:

(A)   Specifies the purposes for which such money is
appropriated and the amounts appropriated therefor.

(B)  Limits the period within which such money may be
obligated to a period ending not more than two years after the
date of the enactment of the appropriation law, and

(C)  Limits the amount which may be obligated during any
twelve-month period beginning on July 1 and ending on the next
June 30 to an amount which does not exceed the amount by which
