(2) BY RESOLUTION AND BY IMPLEMENTING RULES AND
REGULATIONS, THE WSSC SHALL ESTABLISH A MANDATORY MINORITY
BUSINESS UTILIZATION PROGRAM TO FACILITATE THE PARTICIPATION OF
RESPONSIBLE CERTIFIED MINORITY BUSINESS ENTERPRISES IN CONTRACTS
AWARDED BY THE WSSC IN ACCORDANCE WITH COMPETITIVE BIDDING
PROCEDURES.
(3) THE RULES AND REGULATIONS SHALL INCLUDE, BUT NOT
BE LIMITED TO, A PROVISION THAT RECOGNIZES THE CERTIFICATION
OF MINORITY BUSINESS ENTERPRISES BY THE DEPARTMENT OF
TRANSPORTATION MINORITY BUSINESS ENTERPRISE PROGRAM.
(4) BY SEPTEMBER 15, 1988, THE WSSC SHALL ISSUE A
REPORT CONCERNING THE IMPLEMENTATION AND ADMINISTRATION OF THE
PROGRAM THROUGH JUNE 30, 1988, TOGETHER WITH ANY APPROPRIATE
RECOMMENDATIONS, TO THE MONTGOMERY COUNTY AND PRINCE GEORGE'S
COUNTY SENATE AND HOUSE DELEGATIONS.
(5) THE PROVISIONS OF THIS SUBSECTION SHALL BE NULL
AND VOID AND MAY NOT BE ENFORCED AFTER JULY 1, 1989.
SECTION 4 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1984.

AN ACT concerning
Washington Suburban Sanitary District - Watershed
Regulations - Civil Penalties
PG/MC 14-84
FOR the purpose of allowing the Washington Suburban Sanitary
Commission (WSSC) to provide for civil penalties and fines
for violations of the watershed regulations of the WSSC;
providing for the issuance and payment of citations for
violations of WSSC rules and regulations governing publicly
owned watershed property; providing that these violations
are civil offenses instead of criminal misdemeanors;
providing for payment of certain fines to the WSSC;
establishing certain fines; defining certain terms;
providing for District Court jurisdiction to adjudicate
violations of the watershed rules and regulations of the
WSSC; allowing certain violators of these watershed rules
and regulations to have their case decided by the District
Court; providing for a schedule of certain fines; and
generally relating to the imposition of civil monetary fines
