SECTION 2. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or
circumstance is held invalid for any reason, the invalidity shall
not affect the other provisions or any other application of this
Act which can be given effect without the invalid provisions or
application, and to this end all the provisions of this Act are
declared to be severable.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
become effective 90 days after: (a) The enactment of concurring
legislative acts containing the provisions of this Act by
Delaware, Maryland, and Virginia, including the signing of each
such Act by the respective Governor of each state, and; (b) the
consent to this Act by the Congress of the United States, if such
consent is required under Article I, Section 10 of the
Constitution of the United States.

Washington Suburban Sanitary District -
Minority Business Contracts

FOR the purpose of authorizing the Washington Suburban Sanitary
Commission (WSSC) to establish a Mandatory Minority Business
Utilization Program for WSSC contracts awarded by
competitive bidding procedures; providing for certain
definition; providing for the severability of this Act; and
generally relating to Mandatory Minority Business
Utilization Program within the WSSC. requiring the
Washington Suburban Sanitary Commission to establish a
mandatory Minority Business Utilization Program for WSSC
contracts awarded by competitive bidding procedures; and
generally relating to a Minority Business Utilization
Program within the WSSC.
