provided that of the amounts
herein appropriated $49,000 is to
support the enrollment of West
Virginia residents attending
Garrett Community College;
$85,000 is to support the various
statewide and regional programs
and $1,070,994 is to support the
State's share of the optional
retirement program and $5,711,006
is to support the State's share
of social security contributions.
These respective amounts must be
expended for the purposes
appropriated or reverted.........
