of the winning and not redeemed parimutuel tickets required to be
paid to general funds of the State by Section 23 of this article
shall be placed in a special account by the Comptroller. The
Department of Economic and Community Development may approve
grants from the account to the Council only for the purposes
stated in Section 29 of this article. In order to receive the
grants, the Council shall submit to the Department for approval a
plan for the use of any grants. [The amounts of any grants
authorized by the Department shall be matched by an equal amount
of funds 40 PERCENT to be provided by the Council from any funds
available to the Council.]

(b) The Council shall submit to the Department, not later
than September 1 of [1983, 1984 and ] 1985 only] EACH YEAR, 1986
AND 1987 ONLY, a report of the revenues and expenditures of the
Council, from all sources, for the fiscal year ending the prior
June 30, and a report of the Council's actions in promoting the
Maryland horse racing and breeding industry.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

CHAPTER 566

(Senate Bill 781)

AN ACT concerning                                                                                 

Procurement Law - Service Contracts

FOR the purpose of requiring approval by the Board of Public
Works of all service contracts within State operated
facilities over a certain amount; requiring a certification
process by the Department of Budget and Fiscal Planning and
the Department of Personnel prior to the Board's approval;
requiring agencies seeking to enter into certain service
contracts to submit certain information; specifying a public
policy of preference for the performance of State functions
by State employees rather than by independent contractors;
defining certain terms; providing that this Act shall apply
to service contracts effective on or after a certain date;
and generally relating to the procurement of services by
State agencies.

BY adding to

Article 21 - Procurement

Section 10-101 through 10-107 to be under the new title
"Title 10. Procurement of Services"
