The State Department of Education shall
not expend funds for any job or
position of employment approved in

this budget in excess of

1,358, 1,456.4 1,450 positions,
including full-time equivalent,

special payments, contractual

positions, and temporary employment

service contractor positions

(defined as the quotient of the sum
of the days worked by all such
employees in the fiscal year
divided by 245) of the total
authorized amount established in
the budget for the State Department
of Education at any one time during

fiscal year 1985. The

Superintendent of Education should
utilize his prerogatives under
"Education Article, Section 2-103,"

to implement this provision,

provided, however, that any

authorized job or position to be
filled above the 1,358 1,456.4

Board of Public Works and counted
against the limitation imposed by
