(a)  The office of Baltimore Public Buildings and Grounds is
established and continued as the same office of Superintendent of
"State Office Buildings—Baltimore" hitherto existing. The
office of Baltimore Public Buildings and Grounds shall be part of
the Department of General Services. The office of Baltimore
Public Buildings and Grounds shall have, subject to the authority
of the Secretary of General Services, the powers, duties,
responsibilities and functions provided in the laws or
regulations of this State for the office of Superintendent of
"State Office Buildings—Baltimore." All references in the laws
of this State, or in ordinances, resolutions, rules, regulations,
legal actions, directives or documents to the office of
Superintendent of "State Office Buildings—Baltimore," shall be
deemed to mean the office of Baltimore Public Buildings and
Grounds.

(b)  The head of the office of Baltimore Public Buildings
and Grounds shall be the Superintendent of Baltimore Public
Buildings and Grounds. The incumbent Superintendent of "State
Office Buildings—Baltimore" shall be Superintendent of Baltimore
Public Buildings and Grounds; he shall be subject to removal in
accordance with the provisions of Article 64A of the Annotated
Code of Maryland; and his successors shall be appointed and
removed in accordance with the provisions of Article 64A of the
Annotated Code of Maryland. The Superintendent of Baltimore
Public Buildings and Grounds shall have assigned to him such
other employees, at such compensation, as shall be provided for
in the State budget.

(c)  The Superintendent of Baltimore Public Buildings and
Grounds, subject to the direction of the Secretary of General
Services, shall be responsible for maintaining and guarding the
following public buildings of this State (with their associated
grounds): the State Office Building in Baltimore, the State
Highway Administration Building in Baltimore, the former
Department of Motor Vehicles Building in Baltimore, and such
other buildings and grounds owned or controlled by the State in
or in the vicinity of Baltimore as may be designated by the Board
of Public Works.

(d)  Subject to the direction of the Secretary of General
Services, the Superintendent of Baltimore Public Buildings and
Grounds shall have, with respect to the buildings and grounds
within his jurisdiction, the same duties, functions, authority,
and obligations as are set forth in §§ 135, 136, 137 and 138 of
this article relating to Annapolis Public Buildings and Grounds.

(e) (1) The Superintendent of Baltimore Public Buildings
and Grounds and the Superintendent of Annapolis Public Buildings
and Grounds shall provide and maintain a security force for the
facilities and properties which each is responsible for
maintaining and guarding. The purpose of each force is to
protect persons and property; to disperse assemblages which are
unlawful, dangerous, or obstruct full and free passage; to
control pedestrian or vehicular traffic; and otherwise to
