Ch. 536

(C)  THE SECRETARY OF GENERAL SERVICES, OR THE SECRETARY'S
DESIGNEE, MAY SELL FURNITURE, EQUIPMENT OR SIMILAR ITEMS THAT ARE
DEEMED UNSERVICEABLE OR USELESS FOR PURPOSES OF THE STATE. THE

PROCEEDS OF ALL SALES SHALL BE DEPOSITED IN THE GENERAL FUND.

(D)  THE SECRETARY OF GENERAL SERVICES MAY APPOINT ONE OR
MORE SUPERINTENDENTS TO BE IN CHARGE OF DESIGNATED FACILITIES AND
SITES INCLUDING BUT NOT LIMITED TO BALTIMORE AND ANNAPOLIS. A
SUPERINTENDENT SHALL PERFORM THOSE DUTIES DELEGATED BY THE
SECRETARY AND SHALL RECEIVE COMPENSATION AS PROVIDED IN THE STATE
BUDGET. THE SECRETARY MAY REMOVE A SUPERINTENDENT. APPOINTMENT
AND REMOVAL SHALL BE IN ACCORDANCE WITH THE STATE MERIT SYSTEM
LAW.

(E)  (1) THE SECRETARY OF GENERAL SERVICES MAY ESTABLISH A
SECURITY FORCE IN ACCORDANCE WITH THE PROVISION OF ARTICLE 64A,
OF THE ANNOTATED CODE OF MARYLAND TO PROTECT PEOPLE AND PROPERTY
ON OR ABOUT STATE BUILDINGS AND GROUNDS UNDER THE DEPARTMENT'S
JURISDICTION. THIS FORCE MAY INCLUDE SWORN POLICE OFFICERS.

(2) NO MEMBER OF THE SECURITY FORCE OF THE DEPARTMENT
OF GENERAL SERVICES SHALL BE INVOLUNTARILY ASSIGNED OR
TRANSFERRED BETWEEN SITES SET FORTH IN THIS SECTION.

(2) (3) ONLY MEMBERS OF THE DEPARTMENT OF GENERAL
SERVICES SECURITY FORCE WHO MEET THE LEGAL REQUIREMENTS SET FORTH
BY THE MARYLAND POLICE TRAINING COMMISSION AND ARE DESIGNATED BY
THE DEPARTMENT OF GENERAL SERVICES AS POLICE OFFICERS HAVE THE
SAME POWERS AS SHERIFFS AND POLICE OFFICERS AS DEFINED IN ARTICLE
27, § 594B(F) OF THE CODE.

(3)(4) THE DEPARTMENT OF GENERAL SERVICES HAS
CONCURRENT LAW ENFORCEMENT JURISDICTION WITH THE POLICE
COMMISSIONER OF BALTIMORE CITY, THE CHIEF OF POLICE OF THE CITY
OF ANNAPOLIS, AND WITH THE CHIEF OF POLICE OF EACH COUNTY WHERE A
MULTISERVICE CENTER IS LOCATED WITH RESPECT TO PARKING AND MOTOR
VEHICLE LAWS ON THOSE STREETS ADJACENT TO STATE BUILDINGS AND
GROUNDS UNDER THE JURISDICTION OF THE DEPARTMENT. THIS GRANT OF
CONCURRENT JURISDICTION APPLIES ONLY TO STREETS DESIGNATED BY THE
POLICE COMMISSIONER OR THE CHIEF OF POLICE, AS APPROPRIATE, AND
TO ANY CONDITIONS THAT THEY MAY PRESCRIBE.

The Superintendent of Annapolis Public Buildings and Grounds
shall always be appointed and removed in accordance with Article
64A of the Annotated Code of Maryland. The incumbent
Superintendent of Public Buildings and Grounds in Annapolis shall
be Superintendent of Annapolis Public Buildings and Grounds. He
shall have assigned to him such other employees, at such
compensation, as shall be provided for in the State budget, for
the purpose of maintaining and guarding the public buildings and
grounds of the State in the City of Annapolis.]
