the office of Annapolis Public Buildings and Grounds. He shall
have and exercise the rights, powers, duties, obligations and
functions now or hereafter conferred by law or the Secretary of
General Services.]

133.

(A)  THE SECRETARY OF GENERAL SERVICES SHALL OPERATE,
MAINTAIN, AND PROTECT:

(1)  BUILDINGS AND GROUNDS ADMINISTERED BY THE OFFICE
OF ANNAPOLIS PUBLIC BUILDINGS AND GROUNDS PRIOR TO JULY 1, 1984;

(2)  BUILDINGS AND GROUNDS ADMINISTERED BY THE OFFICE
OF BALTIMORE PUBLIC BUILDINGS AND GROUNDS PRIOR TO JULY 1, 1984;
AND

(3)  MULTISERVICE CENTERS AND OTHER PUBLIC
IMPROVEMENTS THAT ARE DESIGNATED BY LAW OR THE BOARD OF PUBLIC
WORKS.

(B)  THE SECRETARY OF GENERAL SERVICES MAY ESTABLISH
APPROPRIATE DIVISIONS OR OFFICES WITHIN THE DEPARTMENT TO CARRY
OUT THE RESPONSIBILITIES FOR THOSE FACILITIES AND SITES
IDENTIFIED IN SUBSECTION (A). THE RESPONSIBILITIES OF SECRETARY
FOR THOSE FACILITIES AND SITES UNDER THIS SECTION INCLUDE:

(1)  MAINTENANCE OF A COMPLETE INVENTORY OF ALL
MOVABLE PROPERTY ASSIGNED TO THE DEPARTMENT OF GENERAL SERVICES;

(2)  SUPERVISION OF UTILITY AND SANITATION SERVICES
AND OF FIRE AND SAFETY SYSTEMS;

(3)  SUPERVISION OF ALL REPAIRS OR OTHER WORK
PERFORMED ON THE BUILDINGS OR GROUNDS;

(4)  LANDSCAPING;

(5)  PURCHASING OF CARPETS, FURNITURE, EQUIPMENT, AND
SUPPLIES;

(6)  PROTECTION OF PERSONS AND PROPERTY, INCLUDING THE
DISPERSAL OF ASSEMBLAGES WHICH ARE UNLAWFUL OR DANGEROUS OR
OTHERWISE OBSTRUCT FREE PASSAGE;

(7)  THE CONTROL OF PEDESTRIAN OR VEHICULAR TRAFFIC,
INCLUDING THE ESTABLISHMENT OF SPEED LIMITS AND PARKING AND
IMPOUNDMENT REGULATION ON OR WITHIN PARKING GARAGES, SURFACE
PARKING LOTS, AND ROADS AND SIDEWALKS THAT ARE OWNED OR LEASED BY
THE STATE AND THAT ARE ON OR WITHIN THE BUILDINGS OR GROUNDS; AND

(8)  OTHERWISE PROVIDING FOR THE PRESERVATION AND
PROTECTION OF THE PUBLIC PEACE, HEALTH, AND SAFETY.
