Ch. 510

(2) THE DEPARTMENT SHALL RECRUIT YOUTHS FOR
EMPLOYMENT IN THE CORPS WITHOUT REGARD TO THEIR PRIOR EMPLOYMENT
OR EDUCATIONAL BACKGROUND.

(3) A YOUTH RECRUITED FOR THE CORPS MAY NOT BE HIRED
THROUGH STATE MERIT SYSTEM MECHANISMS AND MAY NOT EARN ANY OF THE
BENEFITS OF A MERIT SYSTEM EMPLOYEE.

(I) [(d)] Annual funding for the Corps will be from:

(1) Appropriated funds; or

(2) The Forest and Park Reserve Fund.

(J)[(e)] The Department shall use any federal

appropriations that:

(1) May become available; and

(2) Are designated for State employment programs in
the field of natural resources conservation.

(K) [(f)] The Department shall adopt rules and regulations
to carry out the provisions of this section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

(Senate Bill 40)

AN ACT concerning

Baltimore County - Gaming Activities

FOR the purpose of including Baltimore County among those
counties where certain organizations or corporations may
conduct or hold carnivals, bazaars, or raffles for the
exclusive benefit of the organizations or corporations,
subject to certain restrictions; removing Baltimore County
from the application of a certain provision of law
concerning gaming activities; providing that a certain
provision of law concerning gaming activities applies to
certain organizations in Baltimore County; providing that a
permit is required for certain gaming activities in
Baltimore County; providing certain specifications and
requirements for the issuance of such a permit; providing
