(2) After application of the proceeds in accordance
with paragraph (1) of this subsection, any remaining balance
shall be paid to the owner of the property.

(F) (1) IF PROPERTY IS STORED AFTER REPAIR OR REBUILDING,
STORAGE FEES OF THE THIRD PARTY HOLDER MAY NOT EXCEED $5 PER DAY
OR A TOTAL OF $300.

(2) ANY PERSON WHO CONDUCTS AUCTIONS AS A BUSINESS IN
THIS STATE, AND IS REQUIRED TO MAINTAIN RECORDS UNDER § 15-113 OF
THE TRANSPORTATION ARTICLE, IS THE EXCLUSION OF ANY STORAGE FEES
AS PROVIDED IN SUBSECTION (E)(1)(III) OF THIS SECTION DOES NOT
APPLY TO ANY PERSON WHO CONDUCTS AUCTIONS AS A BUSINESS IN THIS
STATE, AND IS REQUIRED TO MAINTAIN RECORDS UNDER § 15-113 IN THE
TRANSPORTATION ARTICLE, AND THAT PERSON IS ALSO EXEMPT FROM THE
MAXIMUM STORAGE FEE LIMITS UNDER THIS SUBSECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

CHAPTER 510

(Senate Bill 30)

AN ACT concerning

Maryland Conservation Corps

FOR the purpose of creating amending the laws pertaining to the
Maryland Conservation Corps to employ youths in conserving
or developing natural resources and maintaining
environmentally important lands and waters while
concurrently teaching youths employed in the Corps the
fundamentals of the work ethic; making the existence of the
Corps contingent on the provisions of federal funds to the
State for the purpose of creating and maintaining a Corps;
defining certain terms; creating the office of Director of
the Corps and providing the Director shall serve at the
pleasure of the Governor; providing for the powers of the
Director; providing for Corps staff; setting guidelines for
the selection of projects to be performed by the Corps;
setting conditions for the hiring of youths to the Corps;
prohibiting the Director from replacing current employees
with Corps members; providing for the types of programs on
which Corps members may work; providing for a disaster
relief program within the Corps; requiring the Director to
report to the General Assembly by a certain date; providing
for the evaluation or termination of the Corps and rules and
regulations adopted for the administration of the Corps by a
