THE COMMISSION FROM A LIST OF AT LEAST 3 NAMES OF CANDIDATES
SUBMITTED BY THE COMMISSION. THE EXECUTIVE DIRECTOR SERVES AT
THE PLEASURE OF THE SECRETARY OF LICENSING AND REGULATION.
(B) WITH THE APPROVAL OF THE COMMISSION, THE EXECUTIVE
DIRECTOR SHALL DIRECT AND PRESCRIBE THE TERMS AND CONDITIONS
UNDER WHICH THE LICENSEES UNDER THIS ARTICLE ARE REQUIRED TO MAKE
ALTERATIONS, ADDITIONS, CHANGES, REASONABLE IMPROVEMENTS, OR
REPAIRS TO OR ON THE PROPERTY THAT IS OWNED OR LEASED BY A
LICENSEE AND USED FOR THE CONDUCT OF RACING.
(C) IN ADDITION TO THE OTHER DUTIES LISTED IN THIS ARTICLE,
THE EXECUTIVE DIRECTOR IS RESPONSIBLE FOR:
(1) THE DAILY OPERATION OF THE COMMISSION OFFICE;
(2) MATTERS PERTAINING TO THE LICENSING OF
INDIVIDUALS;
(3) COLLECTION OF THE TAXES AND FEES IMPOSED UNDER
THIS ARTICLE OR UNDER THE REGULATIONS OF THE COMMISSION;
(4) PREPARATION, ISSUANCE, AND FILING OF COMMISSION
REPORTS REQUIRED BY THIS ARTICLE;
(5) KEEPING A RECORD OF ALL PROCEEDINGS OF THE
COMMISSION AND PRESERVING THE RECORDS AND PAPERS OF THE
COMMISSION; AND
(6) PERFORMING ANY OTHER DUTIES DIRECTED BY THE
COMMISSION.
(D) WITH THE APPROVAL OF THE COMMISSION AND SUBJECT TO THE
PROVISIONS OF THE MERIT SYSTEM, THE EXECUTIVE DIRECTOR SHALL
APPOINT THE EMPLOYEES OF THE COMMISSION.
4.
The Commission shall meet at such times and places within
the State of Maryland as the Commission shall determine. The
members shall be entitled to their expenses for each meeting
attended, in accordance with the standard travel regulations. A
majority of the commissioners shall constitute a quorum for the
transaction of any business, for the performance of any duty, or
for the exercise of any power of the Commission. [The Commission
may appoint such officers, inspectors and experts as may be
necessary who shall serve during the pleasure of the Commission
and may appoint a secretary and such clerks and stenographers as
may be necessary, who shall be members of the merit system. The
secretary shall keep a record of all proceedings of the
Commission, and shall preserve all books, maps, documents and
papers belonging to the Commission or intrusted to its care, and
perform such other duties as the Commission may prescribe.] The
Commission shall make an annual report to the Secretary of
Licensing and Regulation on or before the first day of March,
