[(3)] (C) The Governor, with the advice of the Secretary of
Licensing and Regulation, may remove any commissioner for
inefficiency, neglect of duty, or misconduct in office, AFTER
giving [to] him a copy of the charges against him and an
opportunity of being publicly heard in person or by counsel, in
his own defense, upon not less than ten days' notice. If [such]
A commissioner [shall be] IS removed, the Governor shall file in
the office of the Secretary of State a complete statement of all
charges made against [such] THE commissioner, and [his] THE
GOVERNOR'S findings thereon, together with a complete record of
the proceedings.

[(b) The Maryland Racing Commission shall consist of two
boards with five members on each board.

(1)  One board composed of five members shall be known
as the harness racing board, and shall have exclusive
jurisdiction over all rules, regulations, allocation of racing
dates, and any other matter relating to the powers and duties of
the Commission granted in this article with respect to licensees
licensed under the provisions of § 17 of this article.

(2)  One board composed of five members shall be known
as the thoroughbred racing board, and shall have exclusive
jurisdiction over all rules, regulations, allocation of racing
dates, and any other matter relating to the powers and duties of
the Commission granted in this article with respect to licensees
licensed under any section of this article except those licensed
under § 17 of this article.

(3)  The two boards may meet jointly concerning
matters affecting all racing in the State.

(4)  The Secretary of Licensing and Regulation shall
resolve any question of jurisdiction which may arise between the
two boards.

(5)  No commissioner may serve on both boards.

(6)  No more than four members of either board shall
be of the same political party.

(7)  The Governor, with the advice and consent of the
Senate, shall designate one member from each board to be
chairman.

(c) (1) The initial membership of the thoroughbred racing
board shall consist of the members of the Maryland Racing
Commission serving as of July 1, 1977 and members serving at that
time shall serve for the terms of office for which they were
initially appointed to the Commission.]

[(2)] (D) The initial members of the [harness racing board]
