1939, including among others the following: The chief engineer,
consulting engineers, workmen's compensation administrators,
workmen's compensation investigators and sign permit inspectors;
(10) The chief supervisor of assessments and all
assistant State supervisors of assessments appointed after June
1, 1957, by the State Tax Commission; [and]
(11) Health officers[.]; AND
(12) THE EXECUTIVE DIRECTOR, STEWARDS, AND HARNESS
JUDGES EMPLOYED BY THE MARYLAND RACING COMMISSION.
Article 78B - Racing Commission

(a) (1) THE MARYLAND RACING COMMISSION SHALL CONSIST OF 7
MEMBERS, EACH OF WHOM SHALL BE APPOINTED BY THE' GOVERNOR, WITH
THE ADVICE AND CONSENT OF THE SENATE OF MARYLAND. NOT MORE THAN
5 COMMISSIONERS MAY BE OF THE SAME POLITICAL PARTY. AT THE TIME
OF APPOINTMENT AND QUALIFICATION, AT LEAST 2 COMMISSIONERS SHALL
BE KNOWLEDGEABLE OR EXPERIENCED IN SOME ASPECT OF THOROUGHBRED
RACING, AND AT LEAST 2 OTHER COMMISSIONERS SHALL BE KNOWLEDGEABLE
OR EXPERIENCED IN SOME ASPECT OF HARNESS RACING.
[(1)] (2) Each commissioner, at the time of
appointment and qualification to the Commission, shall be:
(i) A resident of the State of Maryland who
shall have resided in the State for at least five years next
preceding appointment and qualification; [and]
(ii) A qualified voter in the State of
Maryland; [and]
(iii) Not less than twenty-five years of age;
and
(iv) A person who has never been convicted of
any crime involving moral turpitude.
(3) THE GOVERNOR SHALL DESIGNATE 1 MEMBER OF THE
COMMISSION TO SERVE AS CHAIRMAN OF THE COMMISSION FOR A 2-YEAR
TERM. THE CHAIRMAN IS ELIGIBLE FOR REAPPOINTMENT AS CHAIRMAN.
[(2)] (B) No person shall be eligible for appointment or
shall hold the office of commissioner or be appointed by the
Commission, or hold any office or position under the Commission,
who holds any official relation to any association or corporation
conducting racing within the State of Maryland, or who holds
stock or bonds therein, or who has any pecuniary interest
therein.
